So after a GTF trace and IBM IE-B-EYE-BALL:

Buffer pool 0 is full of messages associated with
SYSTEM.CLUSTER.REPOSITORY.QUEUE, and the repository task is currently
in the process of checkpoint processing (consolidating the contents of
the cache into the repository queue). It looks as though there have been
a large number of subscription requests from distributed queue-managers
such as LSWSACZTA01A, LSWSACZTA06A and LSWSACZTA11A prior to the dump
being taken, so there may well have been REFRESH CLUSTER commands issued
on these queue-managers prior to this time.

But the Admins tell me no REFRESH in those FR. So, not sure if I will find out if its a PR issuing the REFRESH.

I will post back if I ever find it.
