How to change CCSID on destination (queue) level

I completely understand you but I don't have access to it.
Is there a way the message to be sent through the MQ Queue without being converted in any other encoding and still to be text format?

AFAIK JMS Text message are always converted.

If you have access to the application configuration data (where the name of the queue is set), try defining the queue like this URI in place of just the queue name.

Code:

queue:///THE.QUEUE.NAME?TargetClient=1&CCSID=819
