I am constructing a message in a Java Compute node that includes a MbTimestamp and I am looking for the formatting to include the UTC time zone. Are there any capabilities in a Java Compute node to create a timestamp with a dateTime type to include this?

What formatting? The message broker tree is a logical representation of a message, and implies nothing about how it is represented outside of the flow.
If you want a particular timestamp format in your output message then please state which domain you are using, and explain what you are getting/what you need.

I think what you want is to represent the DateTime not MbTimestamp.

If you are creating a message in JCN, then the DateTime is automatically applied to your message and can be viewed on the MQMD.PutTime. All times are GMT when set by WMB or WMQ within the MQMD.

Your original post is very confusing as you are not adequately describing what it is you want. Move up the vision domain and explain the business purpose of what you are trying to accomplish and you may get more useful answers.
