ACL for MQSI Pub/Sub

Does MQSI broker check for ACL for the published messages using MQSI Pub/Sub.
It seems MQSI broker not checking for the mqmd.userid whether that id has Publish Authority for a Topic or not. I have explicitely set PUBLISH to DENY for a particular user id and published a message (with RFH2 header) with this userid to the MQSI Publish flow, it published information to the subsribers.
Did any one tried this and got the same result?.

Some possible reasons:
- If that userid is in group mqbrkrs? Then it is allowed all pub/sub actions.
- Or, when crossing systems, userids may be converted to lower/uppercase and then may not match your ACL settings.
- Check you topic hierarchy. It may be resolved in another way than you were thinking!
