We are setting up systems management based on MQSeries monitoring, i.e. looking at queue attributes. If I stop a message flow, the input use count on the queue still remains one. If I put a message to that queue, the message is left on the named queue, meaning that the flow doesn't process messages any longer. I that normal behaviour, that teh queue remains open?

I have seen the same phenomenon. It seem to be the broker who keeps the queues open (both input and output).
I also wlould like to see the queue's closed when the flow is stopped.
