Is it true that an OAM once disabled cannot be restarted ?
And what are the ways of disabling it ? Can I disable it for a specific queue manager ?

OAM can be disabled and re-enabled back again. You could as well disable it for one specific QM for testing purposes. To do so, you need to Set an environment Variable MQSNOAUT=NO. You could also do it by removing the Authorizationservice Stanza from qm.ini file. When you are done and want it back again, you have to enable OAM, by resetting the above.

If I set the environment variable MQSNOAUT=YES , for which queue manager will the OAM get disabled.

It takes effect for all the Queue managers which are created after you have enabled this attribute. Because all the queue managers created after this would not have the stanza in their qm.ini file i put up earlier. As far as my understanding goes It will not have any impact to those created already.
