MQ clustering provides workload management but it does not address failover.

The question and topic itself is pretty extensive even for discussion sake. But here's my 2cents.

Within workload management itself there is support built in for failover situations. MQ would handle failover only to the extent it is designed to within the MQ cluster environment. Rest depends on how the whole cluster was designed. Anything beyond the scope of MQ must be handled by "hardware clustering". Since MQ has limited capabilities beyond its perspective.

The most MQ can do is, send all messages to the other full repository queue manager in the event that one full repository qm fails(failover situation).

Hope this throws some insights.

There could be some White papers that deal with this issue explicitly, but i dont have a link handy. What you could do in turn is to check the Clustering manual.

Chap 4 or 5 in part 2.

This has detailed explaination of what MQ clusters are and how they work. That manual may throw some insights and clarify some of your doubts.
