I can use :

SET OutputRoot.XML.(XML.XmlDecl).(XML.Version)='1.0'

to give me :

<?xml version="1.0"?>

Do anyone know what I need to use to give me?

<?xfa data_record="3" ?>

I know it's sad to reply to your own posts, but after a great deal og digging I found you can use processing instructions within ESql to do this however in v2.0.2 there is a bug (currently being looked at by IBM).

Workaround is to use the treeasis parser.
