Every PDA has to run MQE queue manager and connection to MQE server to send message ???

The PDA application needs to start a local WMQE queue manager in order to participate in the messaging. So the answer is Yes you need a WMQE queue manager in each PDA. The PDA queue manager will have connections + remote queues defined to communicate with remote queue manager queues.
