When a CR is created at a QMGR, how does it get communicated to repository qmgr? Do we need CS defined pointing to repository qmgr for this purpose?

Yes. After creating your Queue Manager, when you want it to become part of a Cluster (but not a Full Repository), the 2 things you have to create are a Cluster Sender, pointing to a full repository, and a Cluster Receiver.
