So, in the BAR file you can specify that flow/application be deployed in a STOP state (or start).

After it is deployed, this there an administrative command to change it from the START state to always be in the STOP state of a broker start?

I have a very long start up of the IS (EG/DFE whatever).

I think only way to change the start state is by editing the bar file (via toolkit or mqsiapplybaroverride) and redeploying it, may it is worth raising an RFE to make the changes without requiring to redeploy it.

Having said that you still require to change the BAR file to reflect the new start state, otherwise there is a risk that a redeployment of the BAR file will revert any changes made at runtime.
