I successfully defined a SDR channel but did not specify LOCLADDR and I did not have a LOCLADDR value automatically supplied. I am running 8.0.0.5 on an AIX 7.1.0.0 server. The 8.0.0 Information Center says

Any ideas as to why the LOCLADDR value was not supplied?

And how do you know that it wasn't? Did your channel connect?

Perhaps he thought the value was supplied statically to the definition.

It's automatically allocated when the TCP/IP socket is opened. It's usually not of interest unless you have firewall rules which expect a fixed source address or port number.

Well, I don't think there is any question about it. It can only be attributable to human error. This sort of thing has cropped up before, and it has always been due to human error.
