I'm using a flow that writes a message to a certian queue using Destination list.

When the message finishes the flow it is wrriten to the queue but for some reason i'm getting the error "unable to open queue".

What is the cause for the problem and how can i fix it ?

You've spelt the queue name wrong and/or have it in a different case to the queue object.

2085 isn't "unable to open queue", it's "unknown object name"

You have a PROPAGATE followed by a RETURN TRUE.
