clus sdr or clus rcvr and why?

How does the cluster use each one?

It doesn't matter which is created first. Until they are both created (and with the identical CLUSTER name) the queue manager doesn't consider itself to be a member of a cluster and does nothing with them. Once they are both defined (with the identical CLUSTER name) then the queue manager with start the CLUSSDR and sent the details from the CLUSRCVR to the full repository at the end of the channel the CLUSSDR connected to.
