Just because MQ is not needed for IIB does not mean you stop using it.

Earlier when there was no concept of multi instance, if you wanted active passive setup we had to resort to hardware clustering (you can still use hardware clustering, like PowerHA)
Maybe that is another option you have

But if you don't have MQ based apps in your flow, why would you want a setup like Multi Instance
Can you tell us the use case?
