Hello,
I have a far naive question, but I will try to ask: is it possible to mqsibackup IIB 10 on AIX and mqsirestore IIB 10 on MS Windows? What if one does not have deployed all historical BARs of message flows, only currently running IIB?
If it is possible, is there any RedBook, article about it?

No idea. Build a test broker on Windows, give it a try and post your findings back here (I'm interested if no-one else is...)

One finds whoever's responsible for the production implementation process, whoever's responsible for the site quality audit and whoever's responsible for the broker installation generally, you lock them in a room and scream "Now look what you've done!" at them.
You then (without letting them out of the room) write a report to senior management describing how much fragility there is in the production system.

mqsibackupbroker and mqsirestorebroker only work on the same operating system.
Possibly work on the same type of OS, but zero chance over Windows and Unix in my opinion.
