I have a basic query regarding a scenario for using Policy files in external remote server.

The scenario for me is, I have a file named "Policy.txt".I want some server to hold this file so that whenever I use that url ,I should see Policy.txt.
For eg: http://10.1.1.1:8080/Policy.txt should show the Policy.txt.This is using HTTP server for holding some file instead of using a directory.

As I am new to such scenario,I am not sure how to build this.I need some light weight opensource http server which can do this job.Should I have to really go for WAS or any other http server is sufficient?
Kindly bear with me if it is very basic query...
