We are running MQ701 on OpenSuse

We had 2 REPOS QMgr in our cluster (REPOS1 and REPOS2). 2- 3 months ago because of server usage change we need to remove server which hosts REPOS2. We followed the step to remove REPOS2 from the cluster. We created REPOS3 on a new server, make it a REPOS Qmgr and join the cluster. REPOS1 and REPOS3 has been working together fine for the last 6 months. In the last few days, we have noticed some messages stuck in the SYSTEM.CLUSTER.TRANSMIT.QUEUE. These messages are target for SYSTEM.CLUSTER.COMMAND.QUEUE of REPOS2 and the messages are PCF message with command 'insert clq'

WE checked with the Linux server team, they told us that the server which hosts REPOS2 is still up and running. A dspmq shows that REPOS2 has ended normally. A display of clsuqmgr(REPOS2) shows suspend(yes) and CLUSSDR in stopped status. I think this should be good enough for MQ and we do not actually need the server to be removed or MQ to be uninstalled.

"insert clq" seems to be some internal cluster activities. Is this something that scheduled internally once in a while ? Why is it targeted for a suspended Qmgr ?

Suspending a queue manager from a cluster just means that traffic is not routed to it if any alternative exists. If (for example) a suspended PR hosts the only instance of a particular queue, a message put to that queue will be sent there. Likewise (as I suspect in this instance) if a message is explicitly addressed to that queue manager it will go there.

No clue on either question. I'd verify (from REPOS1) that REPOS2 is actually removed from the cluster & it's not still hanging around as a PR someplace; perhaps (and this is one possibility of many) the cluster channels were stopped before all the cluster members updated with it's departure.

Traffic, in Vitor's post means your application messages. The SYSTEM.CLUSTER.COMMAND.QUEUE is the destination queue for clustering software commands from other queue managers.

SUSPENDing a queue manager means 'please don't use me (the SUSPENDed queue manager) and my cluster queues' - unless no other cluster queues are available.
