Is it possible to connect to a remote DB2 database without DB2 Client?

We are using IIB10 and the remote DB2 database for our interface to connect is DB2 V9.5 to update some of the tables

What I'm simulating is an evolutions of web services from v1.0 to v1.1 with v1.1 being backward compatible.

First WSDL simulates version v1.0 of the service consumed by say Client1
