I would start with the "df" command. It's a good bet that one or more of your file systems is at 100%. And hopefully you have separate ones for /var/mqsi and /var/mqm.

For now I set both CHCKLOCL(NONE) and CHCKCLNT(NONE) on a new authinfo object until we decide on how much security we need. That worked fine.
