i am trying to create a qmgr. so i am trying to perform this through MQX and i get the same error through cmd. i tried my id which had admin rights and i tried as administrator, still the same error

I have run the explorer as administrator and have added id to mqm and administrators groups. i have also updated the secpol.msc local policies.
